Nevada Dept. of Emergency Management

In 2020, the Nevada Division of Emergency Management (DEM) began exploring ways to use Esri’s ArcGIS disaster response and damage assessment solutions to strengthen emergency preparedness, response, and recovery. With Blue Raster’s experience deploying these solutions, Nevada DEM partnered with our team to build a configurable Preliminary Damage Assessment (PDA) Tool designed specifically for the state’s needs.

The PDA Tool enables Nevada DEM to conduct rapid initial damage assessments after natural disasters, capture the extent and severity of property damage, streamline the evaluation and acquisition of resources, and provide critical information to stakeholders and the public. By integrating ArcGIS Online, Survey123, Dashboards, Hub, and Experience Builder, the solution gives Nevada a comprehensive and scalable platform for disaster management.

To support adoption, Blue Raster collaborated with Esri to secure Surge Licensing through the Esri Disaster Response Program, ensuring Nevada DEM can rapidly scale up ArcGIS access during emergencies. Once the tool was configured and tested, our team delivered hands-on training for state, county, and tribal stakeholders in Carson City and Las Vegas, equipping participants to bring new skills back to their communities.
