Telling Baltimore’s Living Heritage Through StoryMaps

Blue Raster partnered with the Baltimore National Heritage Area (BNHA), a congressionally designated partnership that supports cultural, historical, and natural heritage projects across Baltimore, to transform years of grantmaking, partnerships, and preservation work into a digital experience that speaks to both funders and visitors.

The result is a narrative-driven ArcGIS StoryMap, Baltimore’s Living Heritage: How Culture, Community, and Investment Shape the City, that uses geography and narrative to demonstrate how strategic cultural funding supports economic vitality, strengthens neighborhoods, and brings Baltimore’s history to life.

From Reporting to Place-Based Storytelling

BNHA supports a wide range of cultural heritage projects across Baltimore, from historic preservation and placemaking to exhibitions, festivals, and community storytelling. While the impact of this work is substantial, it has traditionally been communicated through reports, spreadsheets, and grant summaries that can make outcomes difficult to visualize.

Blue Raster worked with BNHA to reimagine how this information could be shared. Instead of emphasizing totals and timelines, the StoryMap centers on place-based narratives using geography, visuals, and storytelling to connect funding decisions to tangible, real-world outcomes.

The StoryMap was intentionally structured to guide users through:

  • An experiential introduction to Baltimore’s cultural landscape

  • A map-based tour highlighting heritage sites across the city

  • A clear overview of funding programs and partnerships

  • A Small Grants, Big Impact section featuring five in-depth success stories

Each section was designed to support multiple audiences: funders, visitors, and partners, seeking meaningful ways to engage with Baltimore’s history.

By grounding funding programs in physical places and human stories, the StoryMap helps audiences better understand how cultural investment drives economic vitality, strengthens communities, and supports long-term stewardship across Baltimore.

Designing for Impact, Not Overload

One of the core design challenges was balancing transparency with clarity. Cultural investment generates metrics - dollars awarded, sites improved, partners engaged - but metrics alone rarely convey meaning.

Rather than relying on dense charts or static reporting summaries, the StoryMap emphasizes transformation over totals. It shows how targeted funding enabled safer spaces, expanded interpretation, increased visitation, and strengthened community pride.

To make impact tangible, five featured mini-StoryMaps spotlight organizations across Baltimore - including historic museums, neighborhoods, and cultural institutions. Each follows a consistent narrative framework:

  • What existed before the investment

  • What the funding made possible

  • How the visitor experience improved

  • How communities and local economies benefited

This modular structure allows BNHA to expand the experience over time. New stories can be added seamlessly, ensuring the StoryMap remains a living, evolving portfolio of impact.

This project demonstrates the power of combining GIS, thoughtful design, and narrative strategy. When funding data is anchored to real places and paired with human stories, it becomes accessible, engaging, and actionable.
