Moore County, NC has taken a major step toward modernizing its tax mapping and appraisal workflows by transitioning from legacy ArcMap tools to ArcGIS Pro add-ins. With ArcMap officially retired, the County partnered with Blue Raster to rebuild essential tax tools in a modern, supported, and scalable GIS environment.

A Smooth Transition from ArcMap to ArcGIS Pro
To support a seamless upgrade, Blue Raster collaborated closely with Moore County's tax mappers and appraisers through discovery sessions and iterative testing. Since the original ArcMap tool source code was no longer available, the team recreated each workflow to fully understand how the tools behaved, including the shortcuts and undocumented logic that had accumulated over years of use.
Using the ArcGIS Pro SDK and a modern MVVM architecture, Blue Raster rebuilt the toolsets with Pro-native capabilities such as transactional editing, real-time validation, and enhanced spatial querying, giving the County faster and more reliable tax mapping operations.
