Blue Raster partnered with Advanced Situational Awareness LLC to help answer those questions through a modern, web-based operational platform designed to deliver a real-time common operating picture. This wasn’t about building “another map.” It was about building confidence in the field, clarity in the command center, and insight for future decision-making.
Turning Tracking Data into Operational Insight
Advanced SA’s RangerTrax ecosystem already generated valuable field data - equipment identifiers, call signs, districts, and location information. The opportunity was to transform that data into something decision-makers could use instantly.
Together, we designed and implemented the Advanced SA Dispatch application that:
- Displays assets on an interactive web map
- Organizes equipment by district and category
- Links personnel and operational units
- Supports filtering, searching, and status tracking
- Provides a centralized view of what’s happening - right now
- Enables minute-by-minute review of incident activity
- Allows users to view recent data by default or bring in historical data from specific days or RangerTrax exports
Instead of scattered spreadsheets or siloed systems, incident leadership now has a unified interface where assets, geography, and context come together - both in real time and in retrospective analysis. The result is a platform that supports immediate operational awareness while also empowering teams to review what played out and use that information to inform future decisions.
Building a Modern Common Operating Picture
At its core, the platform provides a secure, web-based application that integrates mapping, asset management, and user access into a single environment.
Using capabilities within ArcGIS Online and the ArcGIS Maps SDK for JavaScript, the application delivers:
- Authoritative basemaps
- Boundary overlays for regions, districts, and counties
- Dynamic asset visualization
- Responsive map performance across devices
For command staff, this means zooming into a district and immediately seeing available resources.
For administrators, it means maintaining structured data behind the scenes without compromising security.
On the surface, the experience is intentionally simple and intuitive. Operational tools should reduce complexity, not add to it.
Beneath that simplicity, however, the platform supports advanced temporal capabilities - enabling users to analyze asset movement over time, review historical activity, and understand how operational patterns evolve. This layered approach allows the application to serve both real-time awareness and deeper analytical review without overwhelming day-to-day users.
Organizing Assets the Right Way
A major focus of the project was ensuring that assets weren’t just “points on a map.”
Each piece of equipment is structured and categorized, associated with districts and operational units, and available for filtering and management within the platform. This allows users to:
- Quickly identify assets by type
- Search by unique identifier or call sign
- View assignments by geographic area
- Understand organizational relationships
The system supports both real-time visibility and administrative oversight, making it useful during active operations and between deployments.
Secure Access, Built for Operational Environments
Situational awareness systems must balance accessibility with governance.
The platform supports role-based access, meaning:
- Standard users can view and interact with operational data
- Administrative users can manage assets and configurations
- System access remains controlled and secure
Authentication flows are aligned with Esri OAuth 2.0, allowing users to securely sign in with their existing ArcGIS Online (AGOL) or ArcGIS Enterprise credentials. This approach ensures that mapping services and operational data remain protected while also enabling flexibility.
Because the application supports Esri OAuth 2.0, organizations can bring in their own ArcGIS feature services to further customize the map. That means users can:
- Add agency-specific operational layers
- Overlay internal data such as incident perimeters or staging areas
- Incorporate environmental context
- Support incident reviews with authoritative GIS data
This capability turns the platform from a fixed application into an extensible operational environment - one that adapts to the agency’s workflows rather than forcing agencies to adapt to the software.
Supporting Real-Time and Historical Context
Operational awareness isn’t only about what’s happening this minute. It’s also about understanding movement over time.
The platform can support breadcrumb-style tracking and temporal visualization approaches inspired by tools like ArcGIS StoryMaps, allowing organizations to:
- Review asset movement patterns
- Reconstruct incident timelines
- Conduct after-action analysis
- Share controlled narratives with leadership
This bridges the gap between real-time monitoring and long-term evaluation, turning data into insight.
Designed to Scale and Evolve
From the beginning, the application was built with growth in mind.
It is containerized and deployable across environments, meaning it can support staging, demonstration, and production instances without re-architecting the system. As Advanced SA Dispatch continues to expand capabilities, the foundation is in place to:
