Recent Work Helping Communities Build Smarter, Faster, and More Confidently

Blue Raster has spent the past few months partnering with state and local governments who want better data, stronger workflows, and clearer insight into the places they serve. Two recent efforts show how modern GIS tools help communities make informed decisions about growth, infrastructure, and public services.

Understanding Land Use in Manassas Park, Virginia

The City of Manassas Park wanted a clearer picture of how their community is changing. Their Department of Community Development needed more than static imagery. They needed a reliable way to understand what is happening on the ground so they could plan for future growth.

Blue Raster used the Esri Land Classification deep learning model to classify high resolution imagery maintained by the Virginia Geographic Information Network. We processed three-band orthoimagery into nine land cover categories that distinguish impervious and pervious surfaces across residential, commercial, and industrial parcels.

You can imagine the value. Instead of guessing how development patterns shift over time, the city now sees actual changes in surfaces and land use. That gives planners a stronger foundation for zoning decisions and future investment, especially as growth continues in the city's core.

Because the model can classify imagery as coarse as 36 inches and VDEM provides data at 12 inches, Manassas Park can rely on a consistent data pipeline moving forward. Staff can also sort and group parcels by dominant land cover to pinpoint where new impervious surfaces appear, giving the city a clearer understanding of where stormwater, infrastructure, and environmental impacts may emerge.

Modernizing Parcel Management in Chester County, Pennsylvania

Chester County took on a major modernization initiative. After years of working in ArcMap, the County wanted to move fully into ArcGIS Pro with an upgraded Parcel Fabric, cleaner workflows, and tools designed to match how their editors actually work.

Blue Raster partnered with the County to deploy a new Parcel Fabric across DEV, TEST, and PROD environments. We built custom ArcGIS Pro Add-Ins that automate and streamline editing tasks. These tools were shaped directly around the County's processes, helping editors work faster and with less friction.

Highlights include:

  • Sequential lot number and UPI generation
  • Advanced Attribute Rules for validation and calculation
  • Standardized schema and naming conventions
  • A clear versioning strategy
  • A defined lineage process to track parcel history
  • QA and topology review steps using the Error Inspector

The shift gives Chester County a more consistent editing experience and sets them up for long-term maintenance. Parcel lineage was a major priority, and the new approach gives the County a reliable record of how each parcel changes over time.

Smarter Road Centerlines and Address Management

Addressing and road network maintenance are never simple. Legacy processes often relied on manual edits that made consistency difficult.

Chester County asked us to help streamline this work too. Blue Raster built custom add-ins for Road Centerlines and Site Address Points. These tools help editors split, merge, add, delete, realign, flip, and update centerlines with built-in logic checks to keep geometry clean.

The Site Address Point tool automates another key step. Editors can now pull the correct road name directly from the selected centerline, reducing manual entry and improving accuracy across the address point layer.

These upgrades replace slow legacy workflows and give the County a consistent system that supports daily operations and future growth.
